[Isocops] IBEX Contingency 20 Dec 17

Guys,
We are currently in a CONTINGENCY STATE.
>From the uptimes, the reset occurred  approximately on 17 Dec 17 @0545 UTC
I have enclosed telemetry pictures from the last Apogee contact on 16 Dec 17 @2000 UTC and from the beginning of the contact this morning.
This reset has taken place before the descending payload commands and the inertial maneuver scheduled on 20 Dec 17 @1528 UTC


S924-OP31003 Contingency State Recovery Procedure has been started
Note the following:

1.       CONTINGENCY State

2.       ACS_HIGH_RATE

3.       YELLOW and RED FDC Flags have been tripped

4.       CEU is OFF

5.       Star Tracker is OFF

6.       Thruster counts are at 0

7.       MX and PX tank pressures are at a YELLOW limit

8.       Thrusters are NOT enabled

9.       Catbed Heaters are OFF

10.   The BO buffer has been re-enabled
