[Isocops] IBEX ORbit# 322 ATS Approval (1 Apr 16 - 10 Apr 16) - v001 approval

Note: Off-pointing at arc B descending is 3.890 deg
Off-pointing at orbit 323 apogee is 5.060 deg
I have looked at the orbit 322 recovery ATS,
IBEX_2016_092_o0322a_Recovery_v001.scr,
and I approve.
The only constraint violations in
IBEX_2016_092_o0322a_Recovery_v001.ccvr
are because we removed the
ACT_SetSpinPulseProtectEnable Enable
commands; the violations are expected.
The PL commands in the v001 ATS match those in the v003 STF,
IBEX_2016_092_o0322a_v003.stf.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2016_092_o0322a_Recovery_v001.oef,
and as verified with ibex_orbit.
There is one star tracker outage. It starts about a day before 15 Re descending and ends 3- hours before 15 Re descending. Some despinning may be required due to this outage.
There are no moon in Lo FOV sessions.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit322_RecoveryContacts.txt,
for all contacts (3).
We are doing battery cell balancing this orbit and the balancing commands are correct and offset by enough time from other commands.
The sun precession maneuver at perigee of orbit 321 left us pointing in safe directions for the orbit 322 arc A ascending and descending sequences:
