[Isocops] IBEX Orbit# 315 ATS Approval (29 Jan 16 - 7 Feb 16) - v001 approval

Note: Off-pointing at perigee descending is 3.955 deg.
I have looked at the orbit 315 ATS,
IBEX_2016_029_o0315a_v001.scr,
and I approve.
There are no constraint violations in
IBEX_2016_029_o0315a_v001.ccvr.
The PL commands in the v001 ATS match those in the v003 STF,
IBEX_2016_029_o0315a_v003.stf,
except that the ATS has an SSR_DUMP_NEW command. This is expected as APL is being used for the dump pass.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2016_029_o0315a_v001.oef,
and as verified with ibex_orbit.
There is one star tracker outage. It starts about 12 hours before apogee and runs for 3+ days. Some despinning may be required due to this outage.
There is one moon in Lo FOV session in arc B. The ATS start time is about 2 hours before that in the OEF and the ATS end time is 5 hours before that in the OEF. These differences are not unusual.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit315_Contacts.txt,
for all contacts (3).
We are doing battery cell balancing this orbit and the balancing commands are correct and offset by enough time from other commands.
The inertial maneuver at perigee of orbit 314 left us pointing in safe directions for the orbit 315 arc A ascending and descending sequences:

Lo O-mode in arc A (plan 6,7,1,1). O-mode timing matches that specified in the ISN season memo. There is more than 1 hour between the end of the ascending sequence and the start of O-mode and also more than an hour after O-mode ends and the start of the descending sequence.
There is no overlap with orbit 314 commands by manual inspection or by checking at
http://ibex.unh.edu/cgi-bin/ats.cgi .
