[Isocops] IBEX Orbit# 319 ATS Approval - v001 approval

Note: Off-pointing at arc B descending is
Off-pointing at orbit 320 apogee is
I have looked at the orbit 319 recovery ATS,
IBEX_2016_065_o0319a_Recovery_v001.scr,
and I approve.
The only constraint violations in
IBEX_2016_065_o0319a_Recovery_v001.ccvr
are related to long contacts and the orbit 318 eclipse and are expected.
The PL commands in the v002 ATS match those in the v002 STF,
IBEX_2016_065_o0319a_v002.stf.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2016_065_o0319a_Recovery_v001.oef,
and as verified with ibex_orbit.
There is one star tracker outage. It starts 1 1/2+ days after apogee and runs for almost 2 days. Some despinning may be required due to this outage.
There is one moon in Lo FOV session in arc B. The ATS start time is about 6 hours before that in the OEF and the ATS end time is about 4 hours after that in the OEF. These differences are not unusual.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit319_RecoveryContacts.txt,
for all contacts (2). The commands for the APL contact will be in a separate ATS.
We are doing battery cell balancing this orbit and the balancing commands are correct and offset by enough time from other commands.
The sun precession maneuver at perigee of orbit 318 left us pointing in safe directions for the orbit 319 arc A ascending and descending sequences:
