[Isocops] IBEX ORbit# 287 ATS (19 May 15 - 28 May 15)

Hi Marty,

Thanks for pointing this out. The contact commands sometimes straddle other commanding. This one is Ok. The rules are:

No transmitter on during an eclipse. Hard constraint
No transmitter on during battery balancing (long eclipse flag = true). Soft constraint.
No transmitter on during maneuver. Soft constraint.

The 2k contact comes in the middle of the ascending commands! This doesn't match the verification checklist.
