All,
This is my full email for the orbit 280 ATS approval.
I have looked at the orbit 280 ATS,
IBEX_2015_076_o0280a_v001.scr,
and I approve.
The constraint violations in
IBEX_2015_076_o0280a_v001.ccvr
are related to the eclipses in orbit 279 and this orbit and aren't problems.
The PL commands in the v001 ATS match those in the v002 STF,
IBEX_2015_076_o0280a_v002.stf.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2015_076_o0280a_v001.oef,
and as verified with ibex_orbit.
There is one star tracker outage. The outage starts 2- days after apogee and runs for almost 2 days. Some despinning may be required due to this outage.
There are two moon in Lo FOV sessions in arc B. The ATS start time for the first one is almost 2 hours after that in the OEF and the ATS end time is 8 1/2 hours before that in the OEF. The ATS start time for the second session is 4 1/2 hours after that in the OEF and the ATS end time is the same as that in the OEF. The time differences are not unusual.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit280Contacts.txt,
for all contacts (3).
The LE flag is set because of the eclipse. The command start and end times match Ryan's recommendations.
The inertial maneuver at perigee of orbit 279 left us pointing in safe directions for the orbit 280 arc A ascending and descending sequences:

No Lo O-mode.
There is no overlap with orbit 279 commands by manual inspection or by checking at
http://ibex.unh.edu/cgi-bin/ats.cgi .
Although I sent the Command Approval Checklist with my original email, I've attached it to this email as well.
