[Isocops] Goat Herder 8 March 15

All,
   The Orbit#278 Perigee contacts were nominal for CMD and TLM.
The Inertial maneuver was nominal.
Following Objectives were completed:
CAR # 276 ATS Upload: IBEX_2015_076_o02880a_V001
Set SpaceCraft Time
Reset Master Timer
SSR Dump
Reset FDC Task Totals
During the First contact we were able to change the D/L from 160k to 320k
During the Second Contact we needed to change the D/L from 64k to 40k
