[Isocops] IBEX Orbit# 278 SSR_Dump/Tracking Contact

[Ibex Mission Operations]

The SSR_Dump/Tracking contact for Orbit# 278 was nominal for
command/telemetry and the inertial maneuver successful.  The following
objectives were accomplished

1. reset_master_timer.scr
2. @FIM_Set_Dwnlink(320k)
3. SSR_Dump.scr(new)
4. ops_set_sc_timer.scr
​VC0=1901 with 2 errors
VC2=20868 with 0 errors​
