Marty,
The time difference is related to the outage. Normally the perigee RepointingManeuverStart event would have the same time stamp as the ManeuverWindowStart event. But this time we're in an outage for 9+ hours after the maneuver window opens. We don't look at the time the perigee maneuver actually starts when generating the STF so the transition to housekeeping still occurs 30 minutes before 14 Re.

Hi All,
I approve orbit 291 ATS commands.
NOTE: the transition to housekeeping occurs 651.5 minutes before thrust enable presumably due to the insertion of the contact prior to maneuver.
There are two moon in FOV sessions, the second one presumably ends during apogee.
The orbit pointing follows.
