[Isocops] IBEX ORbit# 296 ATS (8 Aug 15 - 18 Aug 15)

Were we unable to get a descending pass a little later? The transmitter turns on when we start burning. Not a big issue, but a soft constraint to not do both at the same time unless we can't move the pass or we are intentionally watching the burn.
