[Isocops] IBEX Orbit#295 ATS Approval (30 July - 8 Aug)

Yeah this is only something the MOC needs to do for the orbit following a perigee sun maneuver. I have not thought it worth a checklist update but maybe it is... Marty, can you let me know if there are any other inconsistencies you have found while ramping up on the approval process. I will send out a Rev 14a. (Comments welcome from anyone else too.)

Since we had a sun maneuver in 294 i had to go back to 293 to get the oef to work. But i was able to use the most current ephem.

The input for the oef for orbit 295 is not 294's oef but 293's oef. This check fails. I thought I'd ask before going further in the approval process. See below. - Marty
