[Isocops] IBEX Orbit# 293 ATS (12 Jul 15 - 21 Jul 15) - v001 approval

All,
I have looked at the orbit 293 ATS,
IBEX_2015_193_o0293a_v001.scr,
and I approve.
There are no constraint violations in
IBEX_2015_193_o0293a_v001.ccvr.
The PL commands in the v001 ATS match those in the v002 STF,
IBEX_2015_193_o0293a_v002.stf.
(Although APL is being used for the dump pass, those contact commands will be a separate ATS.)
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2015_193_o0293a_v001.oef,
and as verified with ibex_orbit.
There is one star tracker outage. It starts about 3 hours before perigee and ends about 2 hours after perigee. No despinning should be required due to this outage.
There are no moon in Lo FOV sessions.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit293Contacts.txt,
for the 2 contacts in the ATS. The APL dump pass contact commands will be a separate ATS.
No battery cell balancing this orbit; we'll do it again in the next orbit.
The inertial maneuver at perigee of orbit 292 left us pointing in safe directions for the orbit 293 arc A ascending and descending sequences:
