[Isocops] IBEX Orbit# 311 ATS Approval (24 Dec 15 - 2 Jan 16) - v001 approval

All,
I have looked at the orbit 311 ATS,
IBEX_2015_358_o0311a_v001.scr,
and I approve.
There are no constraint violations in
IBEX_2015_358_o0311a_v001.ccvr.
The PL commands in the v001 ATS match those in the v002 STF,
IBEX_2015_358_o0311a_v002.stf.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2015_358_o0311a_v001.oef,
and as verified with ibex_orbit.
There is one star tracker outage. It starts about 4 1/2 hours after 15 Re ascending and runs for almost 3 days. Some despinning may be required due to this outage.
There is one moon in Lo FOV session in arc B. The ATS start time is about 6 hours before that in the OEF and the end times in the ATS and OEF are the same. Differences in timing are not unusual.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit311_Contacts.txt,
for all contacts (3).
No battery cell balancing this orbit; we'll do it again next orbit.
The inertial maneuver at perigee of orbit 310 left us pointing in safe directions for the orbit 311 arc A ascending and descending sequences:
