[Isocops] IBEX ATS Orbit #310 Approval 15 - 24 Dec - v002 approval

All,
I have looked at the orbit 310 ATS,
IBEX_2015_349_o0310a_v002.scr,
and I approve.
There are no constraint violations in
IBEX_2015_349_o0310a_v001.ccvr.
The PL commands in the v002 ATS match those in the v002 STF,
IBEX_2015_349_o0310a_v002.stf,
except that the ATS has an SSR_DUMP_NEW command. This is expected as APL is being used for the dump pass.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2015_349_o0310a_v001.oef,
and as verified with ibex_orbit.
There are two star tracker outages. The first starts about 27 hours after 15 Re ascending and runs for about 20 hours. The second starts abut 30 hours after apogee and runs for 3+ days. Some despinning may be required due to these outages.
There is one moon in LO FOV session in arc A. The ATS start time is about 1 1/2 hours after that in the OEF and the ATS end time is about an hour before that in the OEF. These differences are not unusual.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit310_Contacts_v002.txt ,
for all contacts (4).
We are doing battery cell balancing this orbit and the balancing commands are correct and offset by enough time from other commands.
The inertial maneuver at perigee of orbit 309 left us pointing in safe directions for the orbit 310 arc A ascending and descending sequences:
