[Isocops] IBEX Orbit# 298 ATS Approval (28 Aug 15 - 5 Sept 15)

The 298 v002.scr file is not showing up yet on datainfo.Orbital's
/IBEX/moc/Moc-Soc/ats website. Though this is not explicitly called out in
the approval checklist I wondered if it just hadn't been uploaded there yet
and would be soon, etc.
