[Isocops] IBEX Goat Herder 23 Apr 15

One of three Perigee contacts for Orbit# 283 were nominal for
command/telemetry. The inertial maneuver was successful.

The SSR_Dump contact with USN/AUS @1230 UTC failed due to no tracking files
(INP2). The files were resent to USN but not in time for the support.

A contact with USN/AUS @1600 UTC was added to dump the SSR.
