[Isocops] Command Checklist not approved due to these caveats/observations

In the Inertial Maneuver : Apogee, item 4 is 53 minutes, not 55 minutes.
In the Inertial Maneuver : Perigee; item 3 is 52 minutes, not 55.
 [if these two minutes do not matter, then I approve. ]

In the Inertial Maneuver : Perigee; item 8 doesn't match as follows:


8  Compare SetInrDir in ATS with target vector in the Forecast STF (I am
reading IBEX_2014_258_o0260a_v002.stf on ENA) & verify the vectors match.
