[Isocops] IBEX Orbit# 264 SSR_Dump/Tracking Contact

[Ibex Mission Operations]

Guys,
   The SSR_Dump/Tracking contact was nominal for command/telemetry and the
inertial maneuver successful.

The following objectives were completed
1. reset_master_timer.scr
2.ops_set_sc_time.scr
3. SSR_Dump.scr (new)

The data rate was increased to 320ksps
ebno=5.56-6.45
The 320ksps window started at 0956 UTC according to MPS and the latest eph
file

VC0= 1899 with 2 errors
VC2= 20190 with 0 errors
