[Isocops] IBEX Orbit# 268 ATS (27 Nov 14 - 6 Dec 14) - v001 approval

All,
I have looked at the orbit 268 ATS,
IBEX_2014_331_o0268a_v001.scr,
and I approve.
There are no constraint violations in
IBEX_2014_331_o0268a_v001.ccvr.
The PL commands in the v001 ATS match those in the v002 STF,
IBEX_2014_331_o0268a_v002.stf.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2014_331_o0268a_v001.oef,
and as verified with ibex_orbit.
There are two star tracker outages. The first starts about 3 hours after 15 Re ascending and ends about 21 1/2 hours later. The second starts about 13 hours before apogee and ends about 10 hours after perigee. Some despinning may be required due to these outages.
There is one moon in Lo FOV session in arc A. The ATS start time is about 2 1/2 hours after that in the OEF and the ATS end time is about 2 hours after that in the OEF. These differences are not unusual.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit268Contacts.txt,
for the non-APL contacts (3). The APL contact commands will be in a separate ATS.
We are doing battery cell balancing this orbit and the balancing commands are correct and offset by enough time from other commands.
The inertial maneuver at perigee of orbit 267 left us pointing in safe directions for the orbit 268 arc A ascending and descending sequences:
