[Isocops] Goat Herder Orbit 265 Perigee

All,
  The Perigee passes were nominal.

   The first perigee pass at Haw01 was nominal for CMD and TLM.
The Sun Maneuver was nominal. I was able to change the D/L from 160k to
320k
 Next pass is Aus @0130 Nov 9.

   The second perigee pass Auwa01 was nominal for CMD and TLM.
Commanded the spacecraft D/L from 2k up to 40 K.
The Static Z rate was not set due to tracker outage.
