[Isocops] IBEX Orbit# 242 ATS (4 Apr 14 - 13 Apr 14) - v002 approval

All,
I have looked at the orbit 242 ATS,
IBEX_2014_094_o0242a_v002.scr,
and I approve.
The only constraint violation in
IBEX_2014_094_o0242a_v001.ccvr
is related to the eclipse and is expected.
The PL commands in the v002 ATS match those in the v003 STF,
IBEX_2014_094_o0242a_v003.stf.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2014_094_o0242a_v001.oef,
and as verified with ibex_orbit.
The Hi ABAB command sequences and timing look reasonable.
There is one star tracker outage. It starts almost 2 1/2 days after apogee and ends 2 1/2+ days later (after we descend). Some despinning may be required due to this outage.
There is one moon in Lo FOV session in arc A. The ATS start time is 8+ hours after that in the OEF and the ATS end time is 4+ hours after that in the OEF. These differences are not unusual.
The ground station command sequence is correct and the timing and bit rate match those in the contacts file,
IBEX_Orbit242Contacts.txt,
for the apogee contact. All other contacts will be blind acquisitions while we are doing Hi ABAB operations.
The LE flag is set during the eclipse and the balancing command timing and states look correct.
The inertial precession maneuver at perigee of orbit 241 left us pointing in safe directions for the orbit 242 arc A ascending and descending sequences:
