[Isocops] IBEX Orbit# 253 Perigee Tracking Contact

Guys,
The Perigee tracking contact for Orbit# 253 was nominal for
command/telemetry. The following objectives were accomplished:
1.Blind_acq.scr (40k)
2.stx,off(204,07:23:12:37:00)
3. at FTG_DumpBackorbit(from start,0,0,0,0)

VC0=686 with 5 errors
VC1=1443 with 32 errors.
