[Isocops] IBEX Orbit # 254 ATS (July 24 - Aug 2) - approval

I approve IBEX_2014_205_o0254a_v001.scr. Command Approval Checklist attached.

Minor comments:

We have been doing blind acquisitions for the perigee contact recently but we aren’t this orbit. That’s not a problem because we are no longer doing Hi ABAB operations so there should be plenty of room for the commands onboard.

Also for the August 2 contact, the AOS is listed as 22 seconds past the minute (03:30:22 rather than 03:30:00). This is unusual but the relative command times are all ok so the transmitter will just come on 22 seconds later.
