[Isocops] IBEX Orbit# 253 ATS (15 Jul 14 - 24 Jul 14) - v001 approval

All, 


I have looked at the orbit 253 ATS, 




IBEX_2014_196_o0253a_v001.scr, 




and I approve. 




There are no constraint violations in 






IBEX_2014_196_o0253a_v001.ccvr. 




The PL commands in the v001 ATS match those in the v002 STF, 






IBEX_2014_196_o0253a_v002.stf. 




Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF, 






IBEX_2014_196_o0253a_v001.oef, 




and as verified with ibex_orbit. 




There is one star tracker outage. It starts about 1 hour after 10 Re descending and ends about 4 3/4 hours later. No despinning should be required due to this outage as we'll have descended before it starts. 




There is one moon in Lo FOV session in arc A. The ATS start time is about 4 1/2 hours after that in the OEF and the ATS end time is 2+ hours after that in the OEF. These differences are not unusual. 




The ground station command sequence is correct and the timing and bit rate match those in the contacts file, 






IBEX_Orbit253Contacts.txt, 




for the apogee contact. All other contacts will be blind acquisitions. 




We are doing battery cell balancing this orbit and the balancing commands are correct and offset by enough time from other commands. 




The inertial maneuver at perigee of orbit 252 left us pointing in safe directions for the orbit 253 arc A ascending and descending sequences:
