I conditionally approve IBEX_2014_031_o0235a_v001.scr

Ken noted there are two Sun maneuver commands with the same timestamp. Is this in the rote? We do have a standard ops rule send commands with the same timestamp. I approve this ATS if Ryan confirms that this is not an issue.

If this is in the rote let's open a razor and fix it.
