[Isocops] IBEX APL SSR_Dump/Tracking Contact (7 Mar 14)

Guys,
    I have attached a command ATS for the APL-18 contact on 7 Mar 14 @1830
UTC.
We will cycle the data rates from 2K to 320K before dumping the SSR.
