[Isocops] IBEX ORbit# 247 v002 Contact Request

Unfortunately that whole view period is kind of crappy. If it had to be
that VP, the first hour (27 May 11:30-12:30 UTC) is really all I would
recommend. Things get worse as the VP progresses. Not sure if it would be
feasible to wait on this or not, but we could see how the contact on 4/27
goes (very similar geometry & alt and same station). If it goes okay, then
we could leave this one as is, if it goes poorly decide from there... just
a thought.
