[Isocops] Orbit# 218 SSR_Dump Contact

[Ibex Mission Operations]

Guys,
    The original Orbit # 218 SSR_Dump contact was canceled due to a
spacecraft emergency and had to be rescheduled.
The only contact available was for 35 minutes at 160ksps and not suffecient
to dump the entire SSR.
The upcoming tracking contact on 8 Sept 13 has been extended to dump the
remaining SSR data blocks.

The contact was otherwise nominal for command/telemetry and the inertial
maneuver successful

The following objectives were accomplished
1. Blind_acq.scr (160ksps)
2. @ECT_SetRelay stx,off 2013/09:06:17:32:00(730)
3. SSR_Dump.scr (new)
4. CAR# 639 Upload Orbit# 220 ATS (16 Sept 13 - 25 Sept 13)

VC0=1252 with 0 errors
VC2=18129 with 0 errors
*6491 VC2 blocks remaining*
