[Isocops] IBEX Orbit# 225 ATS (1 Nov 13 - 11 Nov 13) - v001 approval

All,
I have looked at the orbit 225 ATS,
IBEX_2013_305_o0225a_v001.scr,
and I approve.
The constraint violation in
IBEX_2013_305_o0225a_v001.ccvr
is caused by a problem in MPS related to perigees above 10 Re.
The PL commands in the v001 ATS match those in the v002 STF,
IBEX_2013_305_o0225a_v002.stf.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2013_305_o0225a_v001.oef,
and as verified with ibex_orbit.
There are two star tracker outages. The first starts about six hours after the orbit 224 perigee and ends about 8 hours after 15 Re ascending. The second starts about 7 hours after perigee and ends about 3 hours later. The first part of arc A may need despinning because of the first outage.
There is one moon in Lo FOV session in arc B. The ATS start time is about 45 minutes after that in the OEF and the end times in the ATS and OEF are within seconds of each other. The timing differences are not unusual.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit225Contacts.txt,
for all contacts (2).
The inertial maneuver at perigee of orbit 224 left us pointing in safe directions for orbit 225 arc A ascending and descending sequences:
