[Ibex Mission Operations]

The Apogee contact for Orbit# 223 failed for command/telemetry. The
inertial maneuver was successful.

We had late AOS @0216 and dropped commands during the ATS Upload of Orbit#
224

The second USN/HAW02 contact was scheduled to execute CAR# 648 which
consisted of deleting all timed commands and re-loading Orbit# 223 and
Orbit# 224 ATS.

Both commands loads were reloaded successfully.
