[Isocops] 20 Nov Aus contact and Goat Herder

All,
     During the beginning of the Australia contact the data connection
between the MOC and USN was lost. USN failed over to there back up router
and we recycled MAESTRO. Since the SSR dump started off late. The dump was
not completed. We are missing 293 blocks.  Razor # 563
  We are still in a star tracker outage. The thruster counts and Sun angle
looked nominal
