[Ibex Mission Operations]

The Perigee tracking contact for Orbit# 199 was nominal for
command/telemetry and the inertial maneuver was successful.

The Tracking contact was started 10 minutes early (Blind_acq.scr (160ksps)
to ensure all objectives were completed.

The SSR_Dump contact with APL18 failed when the wrong spice files were
loaded at the ground station and they were unable to maintain lock on the
spacecraft during the contact. The SSR Data was downloaded successfully on
the Perigee tracking contact.
