[Isocops] IBEX Orbit# 201 ATS v002

According to the headers in the oefs, both version 1 and version 2 used the TEST forecast STF (IBEX_2013_forecast_04mar13-22may13_test_v002.stf) as input !!! The test files should only be in the test environment.

The maneuver targets do indeed match the targets in the test oef.
