[Isocops] Overnight job failures

Many of the cron jobs that ran during the night failed. The failure was caused because we exceeded the allowable number of SPICE kernel variables in a call to spice_events.sh. I've reverted the inertial_pointing file to a good state and rebuilt the orbit frames file. I'll do this as necessary until the fix to this problem (under test) has been verified and the new software version is moved into production.
