[Isocops] IBEX Orbit# 200 v002 ATS -approve

Looking at the OEF, I did stretch out the end time. I think I was looking
at the wrong maneuver end time. but the ATS end times are identical. The
ATS end time is what will be committed into history. The end time will be
14re ascending
