[Isocops] IBEX Orbit# 200 ATS v001 (19 Mar 13 - 28 Mar 13)

This looks good except for the planning period/contacts. I think we have
been using the wrong planning period since orbit 198. We should be using
14Re ascending to 14Re ascending (with orbit 198 as a funky transition
orbit that covered from 10Re ascending - end of orbit 197 - to 14Re
ascending - a little more than 1 full rev).

 

Since it looks like the funky transition orbit did not occur in orbit
198, we need to do it here in orbit 200. The planning period should run
from 10Re ascending (technically still orbit 199) through 14Re
ascending.

The first contact is at 13 ascending, which should have been in the
orbit 199 ATS. Since it is not in there, we should have 4 contacts this
orbit :
