[Isocops] Orbit 200 ATS v001 - approval

All,
I've looked at the orbit 200 ATS,
IBEX_2013_078_o0200a_v001.scr,
and I approve.
There are no constraint violations in
IBEX_2013_078_o0200a_v001.ccvr.
The PL commands in the v001 ATS match those in the STF,
IBEX_2013_077_o0200a_v001.stf.
(I've traced the DOY difference in the filenames to conversion to local time in the STF filename generation code.)
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF file,
IBEX_2013_078_o0200a_v001.oef,
and as verified with ibex_orbit.
There is a star tracker outage that starts a day+ after apogee and it runs for almost 3 days.
There is one moon in Lo FOV session in arc A. The ATS start time is about 1 hour after the OEF start time and the ATS end time is about 3.5 hours after the OEF end time. These differences are not unusual.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit200Contacts.txt,
for all contacts (3).
We are doing battery cell balancing this orbit and the balancing commands are correct and offset by enough time from other commands.
The inertial maneuver at perigee of orbit 199 left us pointing in safe directions for orbit 200 arc A ascending and descending sequences:
