[Isocops] IBEX Goat Herder 9 June 13

[Ibex Mission Operations]

We failed one of the two Perigee contact this Orbit. The USN/HAW02
SSR_Dump/Tracking  contact for Orbit# 208 failed for command/telemetry and
missing VC2 Data.

During the contact, we lost command/telemetry and VC2 data for about 6
minutes. The command carrier was taken down and then resumed once the
antenna tracking problem was resolved.

The missing SSR Data was downloaded on the USN/AUS contact.
