The Perigee contacts for Orbit# 207 were nominal for command/telemetry and
the inertial maneuver successful.

IBEX_ Hi negative collimator voltage  has been set to 1400.  The YELLOW OOL
corresponding to this new limit was noticed on 1 June 13 @0600 UTC. The
parameter was changed on 31 May 13 @2325 UTC
