[Isocops] IBEX Orbit# 214 ATS (24 July 13 - 2 Aug 13) - v001 approval

I have looked at the orbit 214 ATS, 

IBEX_2013_204_o0214a_v001.scr, 

and I approve. 

There are no constraint violations in 

IBEX_2013_204_o0214a_v001.ccvr. 

The PL commands in the v001 ATS match those in the v002 STF, 

IBEX_2013_204_o0214a_v002.stf, 

except that the ATS has an SSR_DUMP_NEW command. However, this is expected as APL is being used for the dump pass. 

Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF file, 

IBEX_2013_204_o0214a_v001.oef, 

and as verified with ibex_orbit. 

There is one star tracker outage. It starts about 3 1/2 hours before perigee and ends about one hour after perigee. This means that neither arc should need despinning because of the outage. 

There is one moon in Lo FOV session in arc A. The ATS start time is about 9 hours after that in the OEF and the ATS stop time is about 7 1/2 hours after that in the OEF. These differences are not unusual. 

The ground station command sequences are correct and the timing and bit rates match those in the contacts file,

for all contacts (3). (The APL contact starts at 2K and switches to 160K as specified in the contacts file.) 

We are doing battery cell balancing this orbit and the balancing commands are correct and offset by enough time from other commands. 

The inertial maneuver at perigee of orbit 213 left us pointing in safe directions for orbit 214 arc A ascending and descending sequences:
