[Isocops] Hawaii02 support Failed for early drop out

All,
   The Hawaii02 support @1600 had an early dropout. SSR dump was still in
progress. From the telemetry it looks like 978 blocks still needed to be
dumped.
ATS - IBEX_2013_195_o0213a_v001 was uplinked. 93 cmds Loc 154 - 246.
Master Timer was reset.
