[Isocops] IBEX Orbit# 213 ATS (15 July 13 - 24 July 13) - v001 approval

I have looked at the orbit 213 ATS, 

IBEX_2013_195_o0213a_v001.scr, 

and I approve. 

There are no constraint violations in 

IBEX_2013_195_o0213a_v001.ccvr. 

The PL commands in the v001 ATS match those in the v002 STF, 

IBEX_2013_195_o0213a_v002.stf. 

Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF file, 

IBEX_2013_195_o0213a_v001.oef, 

and as verified with ibex_orbit. 

There is one star tracker outage. It starts about 12 1/2 hours before 15 Re descending and it ends about 10 hours after the perigee maneuver window opens (thus delaying the perigee maneuver). 

There is one moon in Lo FOV session. It begins just before the descending sequence at the end of arc A and continues into arc B. The ATS start time is about 11 hours after that in the OEF and the ATS stop time is about 2 1/2 hours after that in the OEF. These differences are not unusual. 

The ground station command sequences are correct and the timing and bit rates match those in the contacts file,

for all contacts (3). 

No battery cell balancing this orbit; we'll do it again in the next orbit. 

The inertial maneuver at perigee of orbit 212 left us pointing in safe directions for orbit 213 arc A ascending and descending sequences:
