The Perigee contacts for Orbit# 194 were nominal for command/telemetry and
the inertial maneuver was successful.

*CAR# 601* was completed and the Star Tracker Image was dumped.

*RAZOR# 531 Star Tracker Power Cycled*

The star tracker power cycled and was noticed on the 27 Jan 13 @1930
contact. Standing *CAR# 344* was executed and the FDC Totals/ Response
Latches were reset.

The power cycle occurred on 26 Feb13 @22:40:47

*RED OOL* 026:22:40:47   FMI_Star28v

*GREEN OOL*  026:22:44:47  FMI_Star28v
