[Isocops] TEST ONLY: IBEX Orbit# 200 ATS v001 - approve

I have looked at the TEST ONLY Orbit 200 ATS v001
IBEX_2013_078_o0200a_TEST_v001.txt
and I approve.
No constraint violation per .ccvr file:
IBEX_2013_078_o0200a_TEST_v001.ccvr
The PL commands in the ATS v001 file match those in the STF
IBEX_2013_077_o0200a_test_v001.stf
according to Ken's script (thanks!).
PL ascending and descending operations make sense with
respect to each other and to 14 and 15 Re ascending, Apogee, and 15
Re descending times from
IBEX_2011_078_o200a_TEST_v001_.oef
and from
IBEX_CrossingTimes_2013_045_12_32_v001.txt
Star tracker outages for 2 days and 21 hours of first arc
science operations and 1 hour after end of second arc; may require
de-spinning. Nominally do not interfere with inertial maneuver but
partial outage requires sun-pointing maneuver at both apogee and
perigee.
Moon in -LO FOV period during ascending arc; ATS commands are
1.2 hours late start and 3.5 hours late end compared to .oef start
and end times for a 14 hour Moon in FOV period. These are about
normal.
No Ground station contact commands nor Contacts file.
No Battery cell balancing this orbit; should have done either
this or last orbit, but not important for TEST files.
Sun-pointing maneuver at the end of orbit 199 (TEST ATS)
leaves us pointing in a safe direction at Ascending and Descending
macros on first arc.
