[Isocops] TEST ONLY: IBEX Orbit# 199 ATS v001 - approve

	I have looked at the TEST ONLY Orbit 199 ATS v001

IBEX_2013_069_o0199a_TEST_v001.txt

	and I approve.

	No constraint violation per .ccvr file:

	The PL commands in the ATS v001 file match those in the STF

IBEX_2013_068_o0199a_test_v001.stf

	according to Ken's script (thanks!).

	PL ascending and descending operations make sense with 
respect to each other and to 14 and 15 Re ascending, Apogee, and 15 
Re descending times from

IBEX_2011_069_o199a_TEST_v001_.oef

	Star tracker outage for 2 days and 21 hours of second arc 
science operations; may require de-spinning but occurs after inertial 
maneuver at apogee is complete.

	Moon in -LO FOV two periods during descending arc; ATS 
commands are 1.5 hours late start and 7 hours late end compared to 
.oef start and end times for a 45 hour Moon in FOV period, and then 4 
hours late start and on time end for an 11 hour Moon-in-FOV period. 
These are about normal.

	No Ground station contact commands nor Contacts file.

	No Battery cell balancing this orbit; should have done either 
this or last orbit, but not important for TEST files.

	Inertial maneuver at the end of orbit 198 leaves us pointing 
in a safe direction at Ascending and Descending macros on first arc.

	Pointing for -Lo ISM mode operations during January complete, 
so sun angles are back to normal.
