Great. I also approve The orbit 198 v003 ATS, OEF and FOEF, noting the
difference in Star Tracker Outage start time mentioned by Ken and Tim.

Chelle,

I've done diffs on all the pairs of files:

1. Forecast OEFs - except for the expected change in orbit numbers for
events between perigee and 15 Re the only other differences are in the
outages near the beginning of the file and the one moon session.  I'm
unclear on why those differences exist.  I did notice there's a difference
in the start date of events in the old and new files.  (Also differences in
header comments of course.)

2. Orbit 198 OEF - only differences are in the orbit numbers in events
between perigee and 15 Re.  (Also differences in header comments of
course.)

3. ATS and CCVR - only differences are in header lines.

I also regenerated the orbit 198 STF using the new forecast OEF file.  The
only differences are in the header comments.

I diffed the ATS files and found no differences except in the header
data, as expected.

For the forecast oefs, there's the StarTrackerOutageStart differences
that Tim mentioned. Also

   2013-02-23T21:14:33.823Z,MoonInLoFovStart,orbit:197
   2013-02-23T21:16:07.128Z,MoonInLoFovStop,orbit:197

have disappeared.

The orbit numbers for Perigee, 10 Re ascending and Perigee Maneuver
Window End are different: one orbit earlier, as expected. So we don't
lose perigee 197 but we will have two orbit 197 10 Re ascendings and
perigee maneuver window ends as we switch to the new orbit transition
point. I don't think there's any way of either losing an orbit event or
having duplicates: take your pick.

For the oefs, only the header data and perigee, 10 Re ascending and
perigee maneuver window end orbit numbering are different.

For ccvrs, only the header data is different.

Do we need to produce an new Command Approval Checklist or will the diff
results be ok?
