[Isocops] IBEX Orbit# 194 ATS v003 - approve

All,
	I have looked at the Orbit 194 ATS v003

IBEX_2013_022_o0194a_v003.txt

	and I approve.

	Unix diff shows the only differences between the approved 
v002 and v003 are the new times for the contact commands.

	I don't have the new contact times file; assuming USN has the 
new contact scheduled 2013-01-27 19:30 (as indicated in Sheral's 
email) to 2013-01-27 20:05, the commands appear to match; rate is 
still 2K which makes sense.

	The contact is now during a star tracker outage; this should 
make no difference to the contact.
