[Isocops] Test Run V003 Orbit 198 products

I diffed the ATS files and found no differences except in the header data, as expected.

For the forecast oefs, there's the StarTrackerOutageStart differences that Tim mentioned. Also

   2013-02-23T21:14:33.823Z,MoonInLoFovStart,orbit:197
   2013-02-23T21:16:07.128Z,MoonInLoFovStop,orbit:197

have disappeared.

The orbit numbers for Perigee, 10 Re ascending and Perigee Maneuver Window End are different: one orbit earlier, as expected. So we don't lose perigee 197 but we will have two orbit 197 10 Re ascendings and perigee maneuver window ends as we switch to the new orbit transition point. I don't think there's any way of either losing an orbit event or having duplicates: take your pick.

For the oefs, only the header data and perigee, 10 Re ascending and perigee maneuver window end orbit numbering are different.

For ccvrs, only the header data is different.

Do we need to produce an new Command Approval Checklist or will the diff results be ok?
