[Isocops] TEST ONLY: IBEX Orbit# 198 ATS v002 - approve

	I have looked at the TEST ONLY Orbit 198 ATS v002

IBEX_2013_060_o0198a_TEST_v002.txt

	and I approve.

	Only one constraint violation per .ccvr file:

IBEX_2013_060_o0198a_TEST_v002.ccvr

	which is probably related to the changeover from Re-10 to 
Re-14 orbit delineators.

	The PL commands in the ATS v002 file match those in the STF

TEST_IBEX_2013_060_o0198a_v001.stf	 (name possibly not correct)

	according to Ken's script (thanks!).

	PL ascending and descending operations make sense with 
respect to each other and to 14 and 15 Re ascending, Apogee, and 15 
Re descending times from

IBEX_2011_060_o198a_TEST_v002_.oef

and

IBEX_CrossingTimes_2013_045_12_32_v001.txt

	Star tracker outage for 3 days and 7 hours of second arc 
science operations; may require de-spinning but occurs after inertial 
maneuver at apogee is complete.

	Moon in -LO FOV during descending arc; ATS commands are 0.5 
hours early start and 4 hours early end compared to .oef start and 
end times for a 17 hour Moon in FOV period, which is about normal.

	No Ground station contact commands nor Contacts file.

	No Battery cell balancing this orbit.

	Inertial maneuver at the end of orbit 197 not specified.

	Inertial maneuver at apogee leaves us pointing in a safe 
direction at maneuver and at following Ascending and Descending 
Macros.

	Pointing for -Lo ISM mode operations during January complete, 
so sun angles are back to normal.
