[Isocops] IBEX Goat Herder 19 Feb 13

[Ibex Mission Operations]

The Perigee tracking contact for Orbit# 196 was nominal for
command/telemetry and the inertial maneuver was successful.

APL-18 was used to dump the SSR and the contact was successful

The missing SSR Blocks were re-dumped on 19 Feb 13
